It looks like a Prussian eagle.

This looks to me like a Headress worn by the SS Kepi as they had the totenkopf on their hats of the same style.

It looks like a Prussian eagle with an totenkopf from the Braunschweigisches Husaren-Regiment or Totenkopf Freikorps, so in this direction in around the 1900 / 1920s, because also the form of the visor head ( he looks like an student or Freikorps or member of a Burschenschaft ) at that time. IMO
