Which branch and what rank supposedly it has ?
Is allowed by regulations the use of double buttons on neck shirt, and on jacket together ?

* I think that is shown a reenactment actor.

Question #1 Rank Sgt. Major, Question #2 the second disc identifies the branch ... inf.,arty, armor etc. here is a link that explains your second disc. http://www.armystudyguide.com/content/B ... r-co.shtml

regulations change ..... I don't know what year the picture was taken so maybe in that time frame wearing collar devices on the shirt and the jacket together was regulation.

Apparently a US veteran in Prague circa 2011 Another image shows a CIB and the DUI of the 116th Infantry Regiment, 29th Division.

He's wearing the summer khaki shirt under the OD blouse, instead of the wool OD shirt. When worn correctly (it isn't), the khaki shirt would have had the two collar disks. The branch disk was for unassigned troops.

That man's a VETERAN...so he can wear what the hell he wants,
The khaki shirt with discs are regulation summer wear. He probably didn't have a wool shirt.
The eagle disc also gets id'd as "Detached Enlisted Men's List ..DEML".
