I'd guess it is some kind of Anti Submarine Control badge, could be British or Australian.

I would be inclined to say that you should look to NATO for that.

I am posting the "Allied Command Atlantic" command badge. Note the similarities.

What size is it? Is it approximately 1 1/8 inches (28.5mm) high or just over 2 1/2 inches (63.5mm) high?
