Did the Cantonese 19th Route Army continue to operate after the Fujian Rebellion of 1933,called "the rebellion by the former 'heroes of Shanghai'"?

Read this article in the middle it talks about the fate of the 19th Route Army and Fujian.

Saw another site that mentioned the remanant of the 19th Route Army was absorbed by the 7th Route Army and headed by Mao Jishou.

I thought I'd go ahead and post this question here because it's tangentially related to the picture of Cai Tingkai above.

A friend recently posted the picture below on another forum. The gentleman in the picture appears to be a major based on his collar insignia and he's clearly standing outside of the same building as Cai. Can anyone identify him? Google reverse image search doesn't turn up anything, although I think his hair has been photoshopped, which might be throwing off the results.
