My friend have found a description in the book that fits the time zone and owner of the tank in that photo. On page 95, it says that Jinan arsenal(the main arsenal of Zhang Zongchang and his Chili-Shantung Army) once built tanks. It also says that in 1920s the director of the arsenal is a Czech man named Ferdinand Hauschildt, then in 1927 he was replaced by a German fellow called Dr. Fracke. I wonder if anyone can find more info on these two men.
The "tank chassis" you mentioned is on page 105. It says that Chinese warlord Lu Yongxiang ordered 20 tank chassis from Frenchmen Boixo Brothers(I don't have many hard proofs but I strongly suspect that they were the men who sold Chang Tso-lin those Renault FTs) in November 1923. However, after comparing this to some Chinese archives, I think that the "tank chassis" mentioned here is more likely to be the chassis of Citroen halftrack truck chassis.
