这不是警察。这是1896年江苏的“新军”,又叫“自强军”。1896年因德国教员生活不习惯,迁到上海吴淞训练。照片可能是这个时期拍的。三年后,德国教练合同期满回国。

I believe the officer in the top photo is Austro-Hungarian, not German. A-H supplied many weapons before 1914 and perhaps that is an advisor to the Chinese Army.
