There were three 'natural' areas of Germany, the Southern Catholic, Old Prussia and the Western Germany of universities and industry. By ww1 was most likely to late too much national feeling had been to firmly rooted. But through the 19th century unification under Prussia was far from a certainty , Prussia was really winner at the end of the Napoleonic wars, but things could have happened differently.
