No, I'm afraid that's probably not enough to even justify having a battle fleet.

Probably not in 1914. The British and French ships are based rather too far away to launch a surprise attack on with any certainty. Given the likelyhood of Italy joining the Entente Powers, and that their navy was seldom at sea and practicing gunnery even once into the war, maybe a surprise attack on their fleet would have been something for 1915, or 1914 if willing to force Italy's hand.

Certainly better than having nothing to force the French and British to split up their assets. If you want to argue that way, the HSF was as much a waste (something I am partly inclined to agree upon).
