What if German Kaiser Frederick III Lives?

What if German Kaiser Frederick III would have gotten his entire larynx removed in time, somehow miraculously survived, and lived (albeit as a mute person) all of the way up to the 1920s, when he would have died sometime in his 80s?

Does anyone here have any thoughts on this question and scenario of mine?

Also, personally, I wonder if an eventual 1991-USSR-style break-up of the German Empire was a very real possibility in this scenario. After all, if Frederick III would have tried to liberalize the German Empire too much, then couldn't that have resulted in an attempted coup against him and/or in secession attempts by (some) of the more conservative German states?
