I've been to Tartu and that photo's not from there. Tartu's maybe 100 kms from the sea. Tallinn/ Paldiski/ Pärnu? (theoretically) maybe Narva?

HI This looks like Königsberg to me. Behind the large ship on the right in the distance it looks like two parts of a floating dock.
Russian film after the capture of this city shows such a dock.

Foto was seen amongst a bunch which seemed to relate to the withdrawal of troops from Estonia which is a bit of a grey area as far as U Boats are concerned!

HI The evacuations were from Parnu and later in the month. This I think because of the level industry here is either Königsberg or Danzig.
Parnu did not have the railway system needed in this picture to service the docks.
