Bordeaux Sub Pens questions

Hi everyone, I have two questions and hope that they do not sound to silly! First question, Who was the commander or person in charge of the sub pens at Bordeaux in 1943?
Second question or hypothetical situation,
If there was a sub in the pens at Bordeaux, say being made ready for sea, how would that sub in the pens recieve its next deployment instruction? Would it come from say, Berlin to the headquarters at the pens at Bordeaux and then be told to the U boat or would it just go directly to the U boat? I am just curious to know how the orders were disciminated to the boats who were not at sea but in port if that makes sense.

Ok i just found out that Klaus Scholtz was the 12th Flotilla Commander out of Bordeaux from 1941-1944. So would that mean he was in charge of thr actual pens as well? If he was the commander of the 12th flotilla would u boat orders from HQ go to him then to the u boats under his command?
