This is the KTB of the XXI. AK for the beginning of the 1939 Poland Campaign. On a side note, it is interesting to note that the Geb-AOK 20's lineage was considered that of the original XXI. AK, and kept the KTB of that corps.

It later became
  Gruppe XXI on 01.03.40, then
  AOK Norwgen on 19.12.40.

Part of the AOK Norwegen headquarters was split off to command its Finnish front, as
  Befehsstelle Lappland on 04.06.1941, then
  AOK Lappland on 14.01.42, and finally
  Gebirgs-AOK 20 0n 22.06.42.

does the KTB to Gruppe XXI cover some of the first defence preperations and build up in southern Norway before 1941?

The documents posted by Stril are from microfilms of AOK 20, which fought in Norway. It was based on Gruppe XXI, which was based on Falkenhorst's Staff of the XXI Armeekorps. The documents of the XXI AK were rewriten on a typing machine and placed in the archives of AOK 20.
