I think that this is mix of few different things. I've found Ukrainian organisation called in Polish "Prometejska Liga Karty Atlantyckiej" which can be translated as Promethean League of the Atlantic Charter. There were some Poles there, for example Tadeusz Schaetzel vel Schätzel. But he didn't worked with Germans but he was interned in Rumania in 1939 and stayed there until August 1944 when was released and could leave to London via Turkey and Egypt.

He was member of so-called Ruch Prometejski (Promethean Movement) organised against Soviet Union. You may start to read about idea of prometheism on Wikipedia in English http://en.wikipedia.org/wiki/Prometheism or in Polish http://pl.wikipedia.org/wiki/Prometeizm_%28polityka%29
