I have no idea who he is but his cap device as well as the color of his uniform indicates that he is a Naval not an Airforce member. At this time the Army Air Corps was a part of the army and had the same uniforms as the army.

French?? The eagle ceased to be a national symbol in France since 1870 with the fall of Napoléon III...
the only French is de Gaulle

crossed anchors, shield under an eagle, seems to be some US Navy Admiral

As i can read the first is ~"A. Papillon". It is not written he is attaché militaire or anything.
The second is "capitaine de Frégate" "attaché naval", a navy guy.
The third is "capitaine" and "adjoint à l'attaché militaire".

Maybe if i could zoom, maybe i could read better.

I had not noticed this post.
"Petit co" is for" Petit conscrit". It is Saint-Cyr school slang and it means that the two officers belong to the same promotion (attended the school at the same time).

I cannot find any naval officer whose name is Papillon; but a André Paul Pillon is mentionned in the 1924 promotion:

I have just looked at the photo again. It doesn't really look like Andre Paul Pillon but it could be, particularly if you cannot find a naval officer under Papillon. It is a pity there are no photos available of Pillon. What rank is the officer in the photo?

Yes iffig that must be him. But you couldn't find any trace of him in the French Naval Register?
