After the Fall of France, did Hitler want to return France to its pre-Westphalia borders? After all, this is what appears to be stated here:

No. Otherwise he would have redrawn the border to incorporate annexed all of pre-1648 Lotheringen/ Lorraine. Nor did he care about the bits of France taken from Spain or Flanders.

You forget the german settlers sent for the "Ostland" in the Ardennes and French people expelled or not allowed to return there, a planned "Burgundia" for the SS or something like that, where the germans imagined to find Burgundians nationalists like they imagined to find a such support in Britanny, other region they wished to separate from France

the Nord Pas-de-Calais rattached to the German Military Command in Belgium and Northern France as shown on wikipédia
so with the reserved zone Ardennes Lorraine to Franche Comté
and the Alsace-Moselle annexed
a such new internal frontier, rattached-reserved-annexed zones, materializes not only the pangermanist claims against France as expressed since the XIXth century and 1914-1918 where France was supposed to cede these territories from Somme to Belfort, last place of Alsace, but it is also worst including a large part of Franche-Comté, and I am not speaking about Himmler's delirious project for his SS Burgundy including not only Franche-Comté but also parts of Bourgogne or other dubious Brittany protectorate, all to permanently weaken France and reduce the country as a "great Switzerland"
