This is an M2 Heightfinder. It was used to determine the slant range to an aircraft which it automaticly transmitted to the gun director of a heavy aa battery. It was used with the 3 inch, 90 MM and 120 MM aa guns. There was an earlier M1 and later m1a2 version which is visually almost identical.

The distinction between the two is that the m1918 is in degrees while the m1918a1 is in mills. The m 1918 was for used by the US coastal artillery while the m1918a1 was for the Field artillery. The pecularity of this photo is that these ar Army Air Corps officers They are probibly on a bombing or ground gunnery range and observing practice runs.

This is an experimental Wilson T1 Director. It was tested but the inventor, A Maj Wilson died in 1927 and the project was taken ove by the Speery Corp and developed into the first standard US aa director, the M2 in 1930.
