Which country is the serviceman from?
I belive the pic is taken before 1945.

hello

French Army, Colonial Troops (anchor on the collar - former Marine Infantry & Artillery before 1900)

he seems to wear an officer tunic, probably more c.1943-1945 than 1939-1940
