The guy with the cap is wearing the standard US Army officer badge ; so he must be an American. The one with the side cap is wearing a badge with what is probably the coat of arms of Haïti; so he must be Haïtian .....

Dear i,
Obviously US troops trainging with a specially modified DUKW with a fire brigade extending ladder rig attached. The troops are most likely US Army Rangers. The training location anywhere there were cliffs near the invasion staging areas.

Correct answer! These US Rangers are training "somewhere in England", supposedly before D Day.
Unfortunately the picture has been cut during posting. On the original, one can see a machine gun fixed to the top of the ladder.
If distinguished members are interested I can scan the detail and post it.
Next question to Trackhead M.

One way to avoid this kind of problem is to attach wider images, in this case they has shown as a (large) thumbnail in the post and the readers can click it to see its full size.

Hi Bill!
US prototype of course, but the USA have been an Allied Country and many US tanks-trucks-weapons-personalities have been sent for id to that part of the Quizz! That means, TH-M 2, that this is not a British Humber Scout Car!
