Google Images makes it very easy to cheat at this, doesn't it? It's the water tower at Hickam Field, Hawaii. It's visible in a number of photos taken during the attack on Pearl Harbor. (I stress I didn't know this and only found the answer with Google Images, so you may not wish to count that.)

Yes, it is the World War I memorial in Reims, inaugurated (by Petain) in 1930.
