In short, no organ-to-organ cooperation. Col. Onodera Makoto (MajGen from 1943) was an IJA atache in Stockholm. He was once an atache in Latvia. His career was as an elite officer (graduate of army academy), but he was isolated in the army clique battle. Above all he had bad relationship with Lt.Gen. Oshima in Berlin. Michał Rybikowski, an Polish army intelligence officer, maintained Polish network against Germany and provided informations to Onodera. It might happen that Canaris, say, had any contact with Onodera via Rybikowski, but organ-to-organ agreement of any kind was impossible because Onodera was thought little of by Tokyo IJA authorities.
In the last stage of war he was said to have co-worked with Walter Schellenberg for asking Swedish Royal Family for a coordinator of peace talk. According to Japanese Wikipedia 'Surrender of Japan' Japan's new foreign affairs minister Togo Shigenori gave his priority to the peace talk via Stalin Onodera's proposal to Japan remained pending until it became too late.

I said no organ-to-organ agreement. What if Abwehr noticed Michał Rybikowski, the key person to Onodera to gain information in that region, was an ex-Polish intelligence officer? They would arrest him, or at least requested Onodera to hand him to Gernamy, regardless of Onodera's convenience. Onodera and any Abwehr officer, even Canaris himself, might personally have agreements. But Onodera was merely an atache. I don't think IJA allowed him to agree anything in the name of IJA. On the other hand, counting on Michał Rybikowski survived the war, Abwehr seemed to have so loose relationship with Onodera that they did not knew Rybikowski, or only limited number of German officers contacted with Onodera, sharing the secret of Rybikowski.

Say, even when Onodera made an agreement to rent his room, he might type above his signature IJA Colonel Onodera Makoto. It did not mean he was representing IJA, nor IJA was paying for his room.

I have just finished a 12 year research in History of WW2 , the eastern front.
We all know of "Mincemeat" and D Day and how the Nazis made all the mistakes but very little was known as to what really took place on the eastern front. The Soviets managed to crush 70% of the German Army while loosing some 27 Million people. The Soviets never told the story and never gave the credit to the people who did it.
My research is focused on the Intelligence, the people who did the job. Surprisingly ,most of them survived the war and their share in the glory never mentioned.
A small team, smart, intelligent and creative individuals who did the utmost.
You can see more of it in my web site – WWW.ENIGMANAMEDMAX.COM

Dear Mr. Ziv Tal,

General Onodera says that once he sent official letter to the Japanese Military Attache in Berlin in Abwehr pouch, but the letter disappeared. (page 12)

Also, he said that the only Japanese journalist whom he saw as potentially capable of acting as his employee was Momotaro Enomoto. (page 6)

In a postwar interrogation of Walter Schellenberg in London, taken between 27 June and 12 July 1945, he was asked about collaboration of RSHA VI and Japanese intelligence services. Schellenberg mentioned the contacts in Berlin, having taken them over from the Abwehr following its absorption by RSHA.

1). Oshima.

2). Kawahara – First Councillor at the Japanese Embassy, an impenetrable and difficult man was was the real political observer representing Tokio.

3). Komatsu – Major General and Military Attache. Typical army officer who dealt with everything in a crude and military way and was blindly devoted to Oshima.

4). Otani – worked for Komatsu; he had a good command of Russian and was the expert for Russia. An able intelligence officer and in Schellenberg’s view one of the best the Japanese had in Germany.

5). Lt Col Higute/Higuti, worked for Komatsu; a Samurai-type, very serious and fanatical. Schellenberg thinks that Higuti worked a great deal with Poles and Ukrainians. He sought close contact with Schellenberg and even called on him in his office.Schellenberg always switched him over to Freund who Higuti knew well, or to Ohletz. Higuti collaborated slosely with Nambiar. Nambiar was the Subhahnda Bose’s lieutenant in Germany. He was very intelligent, knew the Indian question thoroughly and had lived four years in Moscow. Schellenberg thinks that there was more behind him than was outwardly visible.

6). Nishi – worked for Komatsu; he was far as Schellenberg remembers, Komatsu’s third assistant. He played, it seems, a particularly important role.
