That 3-module device (and also those two from 07 Sep 2014, 00:46 photo attached earlier), connected to telex is simply called Springschreibanschlussgerät or Fernschreibanschlussgerät.

It's purpose was to improve quality of phone conversation on a temporarily laid lines by modulating frequency of a signal.

Manual also mentions that device helps where:
- crosstalk makes communication impossible
- there is an interference noise caused by power lines or parallel telephone lines

There was an amplifier (Verstärker) sometimes added to this configuration. It could be the smaller box on the right, but I don't recognize the model.
