Wierd equipment - sheep shearing scissors?

As a part of my training, I am working in a local museum in Serbia. They gave me an order to make a list of all items concerning weapons. During my exploring of the museum storage I found sheep shearing scissors together with the German Luger, a helmet and a bayonet. Is this scissors was part of regular Axis equipment (part of veterinary physician's equipment) or it is mistakenly put together?

It has the following stamped mark:

I'd suggest they are more likely for grooming of horse mane, tails etc.
