Unknown German Monument Photo Card

Dear Forum Members,

I recently purchased a large collection of WW2-era photos and this picture was among them. Does anyone recognize what monument this is, its location, and if it still exists?

The caption along the bottom reads "L.G.Kdo.XII/XIII Nbg. Durch R.d.l.u.Ob.d.l. beschrankt freigegeben fur Unterrichtszwecke in Schulen. Kontrol Nr." (I undertsand it is given out freely to schools for purposes of instruction, but I don't understand all the other abbreviations.

Hello kaiserzeit!
The abbreviations are: "Luftgau-Kommando XII/ XIII Nürnberg Durch Reichsministerium des Innern und Oberbefehlshaber der Luftwaffe beshcränkt freigeben....."
I think the building is the "Befreiungshalle" in Kehl.
