It was funny, that it was the first movie the popped into my mind when I saw that picture. I always remember the scene where man pictured is signaling the next pilot to rev his engines higher before he cuts him lose.

Yes, that is correct.
"I Was Nineteen", is the story of a German born boy, that flees to Russia when the Nazis come to power. There he joins the Red Army and is put to work as a translator and works in forward area propaganda van trying to convince Germans to surrender.
