He did see the start, but not the finish. The judge couldn't sentence him to death because of the murderer's young age. Gav died of TB in prison towards the end of the war.

The most efficient State use of tax revenue would be that which facilitates wealth creation while simultaneously increasing tax revenue. For example, the government-funded Hoover Dam facilitated wealth creation (in the form of electricity and agriculture) and simultaneously added to tax revenues.
