Well, he's wearing the Order of the Golden Fleece, and looks like a Habsburg, so he must be one of the younger Archdukes--maybe Wilhelm?

Photo No. 2 is Franz Pitzinger (22 May 1858 – 10 October 1933). He was promoted to Naval Constructor General in 1914 and ended his career in 1918.
