German high command Aug 1914

In der Weltkrieg, Band 1, in the list of members of the Großes Hauptquartier, the Chef des Feldmunitionswesens (Genlt. Sieger) and Chef des Feldeisenbahnwesens (Obstlt. Gröner) are listed, but not the Chef des Telegraphiewesens (Genmaj. Balck). According to Hermann Cron's authoritative Imperial German Army, 1914: Organisation, Structure, Orders of Battle, trans. C.F. Colton (Solihull, West Midlands: Helion, 2002; Geschichte des Deutschen Heeres im Weltkriege 1914-1918 (Berlin: Militarverlag Karl Siegismund, 1937)), all three of these officers reported to the Generalquartiermeister (Genlt. v. Stein). So why would Sieger and Gröner be listed but not Balck?
