Are these Spanish uniforms?
A Spanish port??
Someone regognizing the patrol vessel or any of the other ships partly visible in the background?

It's not a patrol vessel but a fishing boat, some of which were pressed as ersatz patrol ships by both sides, so it could be. The uniforms are not standard naval uniforms, but they could be Carabineros, not enough detail to make it out, the port doesn't have anything distinctive to identify.

Thanks, JMS. But I have some doubts that it's a former fishing vessel, there is only a forward mast.
