I think the first photo shows a lieutenant and the two "axes" are really two spears with littles flags, the emblem of the spanish cavalry arm, the two stars are the rank of "teniente" first lieutenant in US or British armies.
The second belongs to an sergeant or maybe a "brigada", more or less a master sergeant, I can't see the angle of the distinctive belonging to the rank of "brigada".
Maybe both photos would be of "carlistas", because the berets, but these was common use in the Franco's army. I'm not sure of this.
