When was Vicente Rojo promoted to 'general' and was it General de Division or General de Brigada?

He was promoted by a decree of 21 October 1937, published on 22 October. He was promoted just to "General", as the EPR did not have the ranks of "General de División" and "General de Brigada". There was just the rank of "General", though an additional badge was used to signify if the unit commanded (not just by a general, but also by lesser ranks) was a division or a brigade (or a corps or an army, if that was the case).

Just to clarify the matter, that was the case until a decree of the Ministerio de Defensa Nacional on 24 October 1938 created the following categories on the scale of generals in the Army: "General", "General de División" and "Teniente General".
Under that decree, Rojo was promoted to Teniente General by a decree of 11 February 1939, though that promotion was canceled at his own request by a decree of 13 March 1939.
