Japanese newspaper
I need help to locate an article on the frontpage of the Japanese newspaper Miyako Sinbun from 1937. It is an article about a meeting with the Japanese military and where it is claimed that the capacity of Soviet railways are fully known to the Japanese. The title is something like Secret mission of the "Planning and Budget Commission"

In 19 Feb 1937 budget commettee , House of Representatives (shugiin) Japanese diet was held as closed-door session but abstract of discusstion was allowed to report. Ashida Hitoshi asked to Minister Yonai whether the army knew the capacity of Siberia railway. Yonai said 'Yes, but I cannot say'. Ashida asked 'On what?'. Yonai replied 'By oppositionists in Russia'.

Just one more thing, hisashi. In this article, War Minister Sugijama is not mentioned at all?

As the minister of the army, Sugiyama explained their plan as followed.
Soviet is recently active in enhancing its arms. We must keep parity to prevent war and enhance ours and Manchuria's arm.
(1)aircrafts and anti-aircraft measures
(2)increase in ground powers in Manchuria
(3)improvement in training facility
(4)enhancement of operational material
(5)improvement of arms in Japan
are eyed in 6-year plan, 1937-1942.
And he let Yonai reply to all questions.

Yes. I put some remark to the caricature, though it had no relation to the article in question.
The man with a chain on his throat was Suzuki Kisaburo, the president of Seiyukai(政友会). He lost his chair in the previous election so he was pressured to resign (his head had not been barely cut off - connected by chain). 留任 = stay in his position. Seiyukai was in miserable position in the diet, as wounded.

Pumpkin in Seiyukai's leg is Nakajima Chikuhei. He was the owner of Nakajima Aircraft Co. but also was a politician. He wanted to be the president and suggested they should election of the president (by diet members? Later he and his mates spinned out of Seiyukai). 総裁公選=election of president.

Seiyukai had 'Soumu system 総務制' in that several, occasionally more than ten members were named to help president and authorized some power in the party. Perhaps several heads top right meant soumu members, who thought convenient to retain their status under Suzuki.
