These few words only are not sufficient to understand what did they mean, show the whole paragraph of the text.

Unfortunately it is an entry in a table so there is no surrounding text as such. All the other entries in the table are to do with signalling such as flares.

Thank you! I had the word 'location' early on but dismissed it as I was thinking along the lines of rations and "equipment" train.

1. Army basis [area of rail stations and principal depots]
2. Number of hospitals and the number of their beds in subordination to the field evacuation point No.15

And on other items
"artillery depots for mine units" - must be corrected as "artillery depots for rocket units"
"base hospital with number of beds" must be "hospital base with number of beds". (army of front) hospital base = hospitals and supplementary medical units under control of an army or a front

Сигналы свистком (спец.патроны).. = Alarm signal (special cartridges) = German Red Very Pistol????
This is German Pfeifpatrone - ordinary long aluminum cartridge.
Marking - smooth bottom with blue ring and blue ring band on the cylindrical part of the cartridge (clother to the bottom).
It was used for a gas attack signal.

войсковой - Generalized concept (army level).
There is a concept - military unit(войсковое соединение).
The military unit #....(войсковая часть №....) is any military unit (from the regiment and above)
