German Abbreviation Fiat

Does anyone know what the abbreviation 'Fiat' is? It has nothing to do with the car manufacture. I found it on a 'Nachrichten Skizze' (signals sketch).

Here is the sketch the word comes from. Looking at it again it appears that there are two sketches, one showing landlines (Draht-) and the other wireless (funk-) networks. 'Fiat' being maybe the divisional communication center. There should a german word for it but I haven't been able to find it.
