This means:
Standartenmeister = Master of a Standarte (category of a unit) = winner of a competition / challenge
im Skilauf = in skiing
1936 = 1936 (year)
on the 25 th and 26th of january

So you have a medal, which was overhanded to the winner of the skiing competion in January 1936

The holder became "Standarte Skiing Champion" after a competition on 25. and 26. January 1936.
There are times in history when staying neutral means taking sides.
