Untranslated sentence about arctic Luftwaffe units?

This is a document pertaining to the German withdrawal from northern Finland and northern Norway http://www.und.edu/instruct/calberts/Nu ... -097p2.jpg. On University of North Dakota's website, they have a translated version of this document. However, point number three is untranslated (left out completely really).

According to google translate, it is: "Uniform Luftwaffe in northern Finland and northern Norway room through an air fleet (best by using familiar relationships Luftflotte 5)."

Could anyone tell me what it is actually saying? Thanks

I would translate it to "Unified Luftwaffe command in northern Finland and northern Norway area by an an air fleet (best by Luftflotte 5 which is familiar with the conditions there)".
