I assume "L Lucie", and "P Paula", are mapped points to be reached by the U-Boot within a mapped "Übungsquadrat" for their exercise?

A period Kriegsmarine map of the Ostsee would be suitable to check it. I think you're right and they use this name codes for precise points there.
