Arabic Translation: The Gaylani Government of 1941?

Hi all,

I'm trying to find the Gaylani Government and need some help.

I maybe found the four colonels (image attached; source: http://algardenia.com/terathwatareck/13118-1941.html) but need to Identify them.
I think the person with the tropical helmet is Salah al-Din.
I think the first man in the 2nd row is the air force colonel Mahmund Salman?

For the foreign minister i do not know either, as both wiki and the Iraqi foreign ministry have gaps for april 1941.

Every help is welcome. It would be nice to find some protagonists of this part of ww2.

Fahmi Said
Mahmud Salman
