I think the man visible over Backe's shoulder is Johann Deininger (Landesbauernführer der Landesbauernschaft Bayern).
And I really do think the man in the light-colored suit is Greiser, with this possibly being a visit by Hitler, Backe, and Ritter von Epp to Danzig (or a visit by Forster and Greiser to Bavaria). A number of photos show Greiser wearing a similar or identical suit, and I just think all of the visible features are a match. The presence of Forster also adds slight weight to the likelihood it's the then-President of the Danzig Senate, in my humble opinion.
