Apart from the fact that I'm no expert of Personellfiles:

My bet is that he was from SD stationed at Kiev which was then evacuated when the Red Army came.

At that time SS-Hstuf. Planitzer was chief of 1./SS-Pz.Abt.4, which was formed in 1943 and equipped with Stugs. In November it was sent to the SS-Sturmbrigade Wallonie on the Eastern front (instead of Stug.Bttr. Wallonie, which hadn't finished training yet) and is commonly referred to as Stug.Kp. Planitzer.
