For the record, Fritz Haberstroh did not receive the Infanterie-Sturm-Abzeichen on 4th february 1943, but the Allgemeine Sturmabzeichen. When you look to his photo, you can see just the top of an unmistaken Allgemeine Sturmabzeichen:

Re: SS-Kavallerie-Regiment 3 (later 17)
Who succeeded Hstuf. Bruno Meiert as CO of 17. SS Kav. Rgt. in December 1944. It should be noted that the request for Meiert's DKiG was signed by a former Luftwaffe Lieutenant-Colonel (now SS-Ostubaf.) Werner Siegfried. On 16 December he signed this request as regimental commander of SS Kav. Rgt. 17 (see posting by Ignacio from 14 August 2009 in Phil Nix' SS und Polizei section). A letter by Werner Siegfried to Wolfgang Vopersal from 8 February 1965 states that Siegfried was in command of the fledgling SS Kav. Rgt. 53. According to this letter he was not trapped in Budapest. So it was not likely that he succeeded Meiert as CO of SS Kav. Rgt. 17, the latter being trapped inside Budapest for sure: Kav. Rgts 17 and 53 were inside the encirclement, while most of Rgt. 52 stayed outside, the latter later forming a nucleus for the 37. SS Kav. Div. "Lützow". So again my question, who commanded SS Kav. Rgt. 17 from mid December 1944 till 11 February 1945?

per Yerger, GCiG, Vol. 4,p. 231 Meiert attended the 26th Battallions- und Abteilungsführer-Lehrgang 3. Januar till 10. Februar 1945
By the way, neither 22. SS-Frw.Kav.Div. nor 37th had any title...

Re: SS-Kavallerie-Regiment 3 (later 17)
After considering various sources (e.g. Moore, Yerger, Trang, Bayer, Vopersal, BA-MA, various Dienstalterslisten, Mehner, Scherzer), I composed the following list with commanding officers for SS (Frw.) Kav. 3, later 17 as part of 22. SS Frw. Kav. Div. (01.05.1944 - 11.02.1945):
SS-(Frw.)Kav.Rgt. 3, later 17 (FPNr. 31823):
Ameiser, Anton (* 01.08.1907) Hstuf. 01.06.1944 - 20.10.1944
Keitel, Karl-Heinz (* 02.01.1914) Stubaf. 20.10.1944 - 12.12.1944 (wounded)
Meiert, Bruno (* 04.03.1917) Hstuf. mdFb. 12.12.1944 - ??.12.1944
???????? ??.12.1944 - 11.02.1944
Officers with unknown position:
Bevermann, Franz (* 31.07.1906) Hstuf. (Chef of a Schwadron) in 01.1945
Meissler, Heinrich (* 19.07.1922) Ustuf. in 11.1944
Mühlbacher, Gottfried (* 27.10.1918) Ustuf. in 10.1944

Temmel, Ignaz (* 26.09.1923) Ostuf. in 06.1944
Weiste, Hans (* 18.12.1912) Ostuf. in 11.1944
Note: Waldemar Fegelein is sometimes mentioned as CO of this regiment in 1944. However, although he may have been intended as such, I think he remained in Amt VI of the SS-Führungshauptamt from April 1944 until February 1945.
Burning question: Who succeeded Bruno Meiert?
