I hoped it is him...maybe too much. I thought that if he didn´t have any visible collar tabs, it could be a high ranking SS officer.
Can anyone confirm if this is Ferdinand Sammern-Frankenegg?

1. SS-officer on a submarine, in my opinion, is really similar to SS-Ogruf. Theodor Berkelmann.
But I have not any photo of him when he laughs - not compare with what, sorry.
Might be it is Erich Hilgenfeldt? He is also a bit look like...
2. About the second your photo (XX) - it is not Ferdinand Sammern-Frankenegg to me.
Awards is not fit and his face is not similar.
