I believe it's Walther Hewel in his SS uniform which he rarely wore.

No. It is not Hewel.
It is Dr.-Ing. Walther Schieber and he is wearing old style SS-Gruf. collar tabs as SS-Brif.!

I would say that Walther Hewel stands behind Buhle and Keitel on left.

But who are the other SS officers?
4 is a Eichenlaub.

I compare them. It does not look like Sylvester Stadler.

The picture by BPK, commented as "Gratulationscour zum Führergeburtstag in der "Wolfsschanze" is WRONG!
1. It is NOT a Führergeburtstag but one of the visits of Albert Speer with his crew.
2. It is NOT der "Wolfsschanze" BUT the FHQu "WEHRWOLF" - summer 1942. The party is standing at the open veranda built at the back of the Tea-House, adjacent to the so-called "Kasino". The flagstones visible as the floor of the open veranda are still partly in place and can be seen today.

There are many pictures in the archives post-war wrongly dated and described. One of the reasons was the lack of adequate documentation during the post-war years.
