This photo taken in time of "Unternehmen Enzian" - german SS, SD and Polizei antipartisan operation in Slovenien (07-09.42).
Fourth and fifth from the left is Gauleiter SS-Ogruf. Rainer Friedrich Dr. and HSSPF SS-Ogruf. Rösener Erwin accordingly.
Who is others - SS-Gruf. and Polizei general?

Kurt Knoblauch second from left.
Kurt Daluege second from right.
I forget where, but I've seen the civilian identified as Dr. Helmut Hierzegger (Oberregierungsrat on Dr. Rainer's staff).
Monitor resolution is fuzzy for me at this time, so I'm not sure, but I think that's Oberst der Schutzpolizei Hermann Franz at far left.
Brief background regarding this photo (info. from Andreas Schulz & Dieter Zinke, Die Generale der Waffen-SS und der Polizei, Band II):
03.07.1942: Conference in Gorenjsko / Oberkrain concerning SS and Police anti-partisan operations in that area, pursuant to Heinrich Himmler’s order for the brutal suppression of partisans in Slovenia. Also in attendance were Kurt Daluege (Chef of the Ordnungspolizei), Kurt Knoblauch (Chef Kommandostab Reichsführer-SS), Erwin Rösener (HSSPF Alpenland), Karl-Heinrich Brenner (BdO Alpenland), Dr. Walther Blume (BdS Oberkrain und Untersteiermark), Hermann Franz (Kommandeur of Polizei-Gebirgs-Regiment 18), and Oberregierungsrat Dr. Helmut Hierzegger. The conferees decided upon concrete measures for a police action in Gorenjsko, including a three-month period of martial law during which ten villages were burnt and razed to the ground and several hundred Slovenes executed as hostages.

I'll bet a million dollars, pounds, rubels, whatever that it's Knoblauch. The fact that there exists documentation he was present with others in the photo at around the time it was taken adds some weight, I think, to my assertion.

Schreyer (the Generalinspekteur der Schutzpolizei im HA Orpo) was also Leiter des Polizei-Einsatzstabes Südost
(in Veldes), but from December 1941 till middle February 1942
(resp. chief of the first fighting with partisans in the Dražgoše-area in January - middle February 1942).
His deputy (same time) was Rudolf Handl.
He was succeeded in South-East by Hugo Nowotny.
BTW: All the three were no spectacle wearers !

Mike and Dieter,
My information comes from the State Museum of Slovenia. Apart from that, this particular photo appears in a local publication where the SS-Gruf. in question is also identified as Schreyer. One thing is for sure, it's not Knoblauch (look closely and you can see it's nothing like him) and Mike will be on the breadline!

I'm also sorry to say that I don't think all the above photos from Dieter show the same man and are therefore not all Schreyer. For example, the bottom left photo looks more like Paul Riege.

This Czech site ( http://fremd.sweb.cz/c12.htm ) site should by no means whatsoever be considered definitive, but just for the record, it's another case of the SS-Gruf. 2nd from left being ID'd as Kurt Knoblauch. I still see a resemblance- portly, homely, wearing the Feldmütze as other photos show him doing so often in the field, and with dark-lapeled tunic.
