could this Sturmbannführer ( 2nd from right lower row ) be Rudolf Brandt ?

I'd say yes. It certainly looks like him and he wears a blank collar patch to denote HQ Staff.

it's an official visit RFSS in Holland. Rauter and dutch officials are presents. he look like strongly to Dr Brandt but the position of pic is unusual for a "secretary" between Mussert and Generalkommissar Schmidt. Considering Rauter and Wolff are on second row.

The photo caption actually states it's in Holland! I don't find it unusual for Brandt to be positioned there. Regardless of him being Himmler's Personal Referent, the man is still only a lower rank in this picture, but still occupies a front row position. More likely the photographer just told them to "bunch up" to get them all in the shot. It happens all the time in similar photos.

I'm greatly sorry, but does the man on the second photo really look like Rudi Brandt? Rudi had a noticeable birth-mark on his left cheek, and a deep white duel scar, but i can't see them at all...

Thank you much!!! That's not an easy thing to find a good photo of Rudi Brandt, - maybe, that's because there are not many left. But there is a certain possibility to find him in any other photo with Himmler's staff: as I do remember, he had been the chief of the "Personal Staff of Reichsführer-SS" after Karl Wolff's replacement - for a certain time...
