He was awarded the EK I:16.12.43 SS-Rottenführer 3./SS-GJR. 11 "Reinhard Heydrich" and was Awarded the O.U.
Question, what is the "O.U"?

Are sure this is an award? I only know O.U. as the abbreviation for Ortsunterkunft, i.e. local billets.

I only get a 404 error page with that link. Anyway, I can't think of any decoration abbreviated as "O.U."...

Found the page that way. Still, this only confirms that this is not an award, but exactly what I said: It is the abbreviation for "Ortsunterkunft" = "Local Billets", here referring to the place where his Iron Cross award certificate was signed.
Please note that the website does not list the "O.U." under "Other Awards" but under "Comments".
In that same column, you will also find remarks like "Awarded Div. Gef. Stand", which means "Divisional Command Post" or "Awarded Div.St.Qu.", meaning "Divisional Staff Headquarters".

Apparently, the problem was due to the lower case "k" in EK1. (I didn't even know this could matter in website addresses.)
