Nope! By the time Steiner had received his Oakleaves (no. 159 on 23.12.1942), Waldemar Fegelein was already a SS-Sturmbannführer d.R. sporting the Iron Cross, First Class (awarded 10.07.1941).

Where was this picture taken?
My eyes see the Finnsh Cross of Freedom situated wrongly near his uniform's right pocket.
Or is it, once again, the Hungarian Cross, which has very similar look a like?

Add Steiner received the grade of Ogruf in july 1943, in those days Waldemar must be Obersturmbannführer or Standartenführer, NOT Hauptsturmführer. The badges are note the same either. The man looks like... but is not him.
