I belive it's Oberführer, Dr. Franz Six, check out his characteristic ears. He was SS-Oberführer 9. November 1941.
I also belive the picture is taken after 1. february 1942 (Quisling was installed as Ministerpresident), and before 25. October 1942 (Lundes death). Stahlecker left Norway late 1940 (Fehlis replaced him as BdS). He was SS-Brigadeführer from (June?) 1941. I don't think he visited Norway after 1940 and before he died 23. March 1942.

I have only this photo...you and Georges could be right with Six. He looks like him. Photo was definitely taken up to April 1942 (look at the design of Oberführer's collar patches). Any idea what was his duty in Norway? Here is a portrait of SS-Oberführer Six.

Hope the pic (wikipedia) works, and look at especially his left ear. Dr. Six was in Norway on several occasions to talk about the masons. Masons were forbidden by RK Terboven in september 1940.

Men sitting from the left are: Ministerpresident Vidkun Quisling, then (also in black Hird-uniform) his adjutant captain Carl Haakon Langlie, then (between Six and Langlie) Gulbrand Lunde, Minister of Culture and Peoples enlightening (as Dr. Goebbels in the Reich, they are also lookalikes) and last Oberführer, Dr. Six. I cannot identify the man hidden behind Quisling. Others are norwegian and german officials. But: What is the occasion? They are lessoning to a speech, is it some kind of an opening ceremony? Then it would probably be the Reichskommissar Terboven himself giving the speech, as he would be guest at all formal occasions on that representative level. I will look further into this, you guys?

The occassion was the Annual Party Congress of "Nasjonal Samling" held in Oslo 25-27/9-1942. Six had been invited by Quisling to hold a speech about freemasonry as enemy of nazism in a special meeting for political leaders and propaganda people. Freemasonry was a topic very much up in the air in the Norwegian Nazi Party which had a considerable number of freemasons in the top hierarchy (Finance Minister Prytz, Agricultural Minister Fretheim, Minister without portfolio Alf Larsen Whist, President of The High Court Mohr, 3 out of 10 High Court Judges, 5 of 7 bishops etc, etc.
The manuscript Six used ("Freemasonry has no place in our movement") was prepared by Unterstf Pösch in RSHA Amt VII and based partly on archival material stolen from the Norwegian Grand Lodge of Freemasons in Oslo.
After the Annual Party Congress, pangermanic elements in GSSN (Germanske SS Norge) and Hirden issued a campaign to get rid of freemasons inside Nasjonal Samling. The campaign didn't succeed partly due to Quisling's undecisiveness. Finance Minister Prytz for instance remained Quisling's closest aid untill his death in January 1945.

question of rank badges was already debated on the forum with top ranked SS which didn't used new pattern immediately. I can't remember who but perharps fellow member do.

The man hidden behind VQ is most likely Hirdmarinefører Bertel Brun (former SS-Ostuf. of SS-Flak-Abt. "Wiking" 1941).
