These SS-Stubaf were assigned to the stab of SSPF Lublin (1940-1944):
Sepp Nemetz, Hermann Höfle, Ernst Lerch, Hans Maubach, Georg Wippern, Karl Streibel, NN Eimann, NN Lange, NN Klemens,
NN Diehl, Dr. Kurt Sickel, Dr. Heinz Poetschlack, NN Dunkel, Dr. Claus.
Maybe it's one of them? Obviously not Lerch.

Several Clues:
His rank is that of a Major {A Lt Col would have bars under the four points on Collar insignia}
He wears an armband on his sleeve but no apparent Unit name.
He was awarded the Iron Cross 2nd class {Clasp in coat buttonhole}

The blank armband and blank collar patch in this case almost certainly signifies attachment to the SD. Globocnik's staff usually wore no armband or alternatively a SD-Hauptamt embroidered armband. My guess is that he was either a member of the Sipo or SD based in Lublin, but not on Globocnik's staff.
It is definitely not Hermann Höfle, Hans Maubach or Ernst Lerch.

If Max is correct and the SS-Stubaf is from the Sipo or SD Lublin, then the list of possibles can be narrowed down.
The Kommandeur (KdS) Dr Johannes Müller, July or Sept 1941 to Oct 1943:
he was SS-Stubaf until promoted SS-Ostubaf on 21 Aug 1942
His successor as Kommander, Dr Karl Pütz, Oct 1943-Aug 1944
he was SS-Stubaf until promoted SS-Ostubaf on 20 Apr 1944
Unlikely to be Leiter III (SD) Friedrich Buchardt as he left in March 1941, and not promoted SS-Stubaf until 1942 (?).
His successor as Leiter III was Fritz Stocker, until 1943, but he wasn't promoted SS-Stubaf unitl 30 Jan 1944.
His successor as Leiter III was Ewald Biegelmeyer, until July 1944 and only promoted SS-Stubaf again on 30 Jan 1944.
The Leiter IV was Johann Schmer, Nov-Dec 1941 only, and not promoted SS-Stubaf again on 30 Jan 1944.
His successar as Leiter IV was Walter Liska, Dec 1941 to July 1944, promoted SS-Stubaf on 30 Jan 1943 (repeat 1943).
From this list the three prime candidates are Johannes Müller, Karl Pütz and Walter Liska.

It's not Müller. He is also too old for Pütz and dosn't look like him for me.

I believe that the bald officer from the group photo is Liska. So our officer from Lublin in not Müller, Pütz nor Liska. I don't have any idea who is he.
