This is "Horch" Kfz.16 on photo from 3. SS-Panzer-Division "Totenkopf" (see Waffen-SS license plate numbers list).
His SS-rank looks like SS-Staf. to me...

Totenkopf's early license plates ranked from 50 000 to 70 000 but this vehicle (probably from a 1943 or 1944 picture) has the license plate number 500 857 ! (6 numbers instead of 5). He looks like SS-Staf. Heinrich Petersen to me.

I can't find when Totenkopf division was in Bohemia Moravia. (unless I missidentify uniform and country where pic was taken).

It's obviously the HW division (Petersen Kdr. SS-Pz.Gr.Rgt. 39), not TK.

The country is indeed Czechoslovakia and the town is Banská Bystrica https://itchyfeetonthecheap.files.wordp ... strica.jpg in which the Slovak National Uprising took place (in which the HW division participated) in September and October 1944.
