It's a NSKK officer.

Original description: Hauptmann Becker (Adjutant Dalueges), Dr. Hacha, Daluege, K. H. Frank

But I'm not sure this is correct. Photo was taken in September 1942.

Bundesarchiv description is not right: "vlnr: Hauptmann Becker, Emil Hacha, Kurt Daluege (beim Hände schütteln), Karl Hermann Frank"

First from left is not Becker.

I thought he was too young to be Becker.

Daluege had two adjutants at that time: Major Becker and SS-Hauptsturmführer Kluckhohn. But it's not correct uniform for Hermann Kluckhohn?
